I have an XPS 9560 with 32gig RAM and i7 -7700HQ. It has a WAN miniport network adapter that is branded as Realtek USB GbE Family Contoller with driver version 10.33.419.2019 dated 4/19/19. This network adapter has 1gbps speed per specs. I have comcast 1gbps speed and i've verified this through another computer in my house.

The problem appears to be the driver for the wan miniport PPOE. (This can be found in the device manager if "View hidden devices" is selected.). However, when I try to update and re-install the driver I only hit another error–"Windows found the driver software but was unable to install it."
